Introduction
In January of 2020 at the end of the 218th Legislative Session, the business community was coming off a tumultuous two years that saw plenty of anti-business policies in Trenton. The shift from a pro-business Administration to a new, considerably less business friendly Administration led by Governor Phil Murphy proved to be extremely difficult for the employer community. Between government mandated wage increases, labor mandates around leave law expansion and equal pay, tax increases, and an unsuccessful, but aggressive attempt to classify independent contractors as employees, the business community was under attack more so than in recent history.
As the 219th Legislative Session began the business community collectively asked: “What could be worse than the past two years of Trenton policies?”
We know what happened next. The COVID-19 pandemic erupted and changed every aspect of life as we know it. The pandemic also drastically impacted public policy in New Jersey, from legislative and administrative priorities to the process itself, with considerably less available interaction with policymakers, fewer public hearings, and limited ability for discourse on any number of subjects.
Despite the upheaval of the last two years, the CCSNJ continued fighting for our members in Trenton throughout the 219th Session on behalf of our members. The CCSNJ published two policy reports in 2020 and 2021 respectively, which were laser focused on the impact the pandemic was having on CCSNJ members and the overall southern portion of the state. Both reports, the South Jersey Economic Reopening and Recovery Plan, as well as the Preparing for the Next Normal Report, received high bipartisan praise from legislators, but were frustratingly ignored by top Administration officials.
Additionally, the CCSNJ was proud to play an important role in the Atlantic City Restart and Recovery Working Group Report, with CCSNJ president & CEO Christina Renna serving as vice-chair of the Group. This report, which was delivered to the Administration in March of 2021, focused on the unique and specific measures needed to see the Atlantic City region through the pandemic. And of course, while primarily advocating for or against policies that impacted business over the past two years, the CCSNJ voiced their suggestions on the FY2021 and FY2022 state budget proposals, as well as testified against the Murphy Administration’s $4.5 billion borrowing proposal in 2020.
The following is a full summary of the CCSNJ’s work in public policy work over the last two years, including each bill weighed in on, those bills signed into law by Governor Murphy, and the state budget testimony of the two unprecedented budgets passed by the Legislature. We look forward to returning in-person to the State House during the 220th legislative session, currently underway, continuing our relationships with the returning members of the South Jersey Delegation, as well as welcoming its newly elected members. State Budget
The pandemic presented unique challenges for the Administration and the legislature in executing the Fiscal Year 2021 (FY2021) and Fiscal Year 2022 (FY2022) budgets during the 219th legislative session.
On February 25, 2020, Governor Murphy delivered the FY2021 budget address to a joint session of the legislature, calling for a $40.85 billion state budget with the goal of boosting funding for public schools, stabilizing property taxes and tax fairness. On March 12, 2020, the CCSNJ testified on the original proposed FY2021 State Budget before the Senate Budget & Appropriations Committee at Rowan University’s Rohrer College of Business. However, a mere four days later, the state budget process also ground to a halt, with the mandated closures due to the pandemic.
In early April 2020, in response to the unprecedented fiscal effects of the COVID-19 pandemic, the end of Fiscal Year 2020 was extended by law for three months from June 30, 2020 until September 30, 2020.
In May 2020, Governor Murphy proposed borrowing up to $14 billion to address shortfalls in the budget. On July 16, 2020, Governor Phil Murphy signed into law the “New Jersey COVID-19 Emergency Bond Act,” which authorized the state to borrow up to $9.9 billion to address the unprecedented fiscal crisis that has arisen as a consequence of the COVID-19 pandemic. The CCSNJ opposed this bill, citing concerns about the longstanding impact of any borrowing would add to the state’s already enormous debt, eventually leading to higher taxes on already overburdened residents and businesses. Though challenged in court, the state Supreme Court ruled in a unanimous decision that the New Jersey COVID-19 Emergency Bond Act did not violate the New Jersey Constitution.
On August 25, 2020, Governor Murphy delivered the revised FY2021 budget address calling for a $32.4 billion state budget consisting of tightening expenses, raising revenues, borrowing and direct federal cash assistance.
On September 11, 2020, the CCSNJ submitted testimony to the legislature on the Governor's Revised FY2021 Budget and again opposed the proposed $4 billion in borrowing. Governor Murphy signed the FY2021 budget on September 29, 2020, including a millionaire’s tax that increased the gross income tax from 8.97 to 10.75 percent on those who make $1 million to $5 million annually, which the CCSNJ opposed. On February 23, 2021 Governor Phil Murphy delivered the FY2022 Budget Address via a pre-reordered speech, streamed live to the Legislature and the public. Governor Murphy proposed a $44.8 billion budget that included no new or increased taxes or fees

CCSNJ President & CEO Christina Renna provided testimony to both the Assembly Budget and Senate Budget and Appropriation Committee’s public hearings on the proposed FY2022 State Budget. In her testimony, Ms. Renna noted that while the $44.8 billion dollar budget does not include new taxes or fees, it will result in higher taxes in the future as it relies heavily on $4.3 billion in borrowing by state government.

Governor Murphy signed the $46.4 billion FY2022 State Budget on June 29, 2021, making it the largest budget in state history. The Governor signed the state budget in the same form it was sent to him, not using his line item veto power to remove certain provisions.
This year, the CCSNJ was pleased to hear Governor Murphy reiterate his commitment to no new taxes in his proposed FY2023 budget during his State of the State address. The Governor will deliver his FY2023 budget address on February 22, 2022, and the CCSNJ will remain engaged throughout the budget process to ensure that this promise is kept, and additional resources are included to assist businesses that continue to struggle to recover.
Public Policy Reports
Following the onset of the pandemic and the declaration of the public health emergency, the CCSNJ has worked to inform the legislature and the Administration about what the business community has needed to survive during the pandemic and recover as cases decline.
The CCSNJ has continuously sought feedback from our members on what was needed to reopen and recover. As a result, more than 100 South Jersey business owners and CCSNJ members participated in the CCSNJ Economic Reopening and Recovery Working Group. In April 2020, the CCSNJ issued the South Jersey Economic Reopening and Recovery Plan. This plan, which put forth a staggered, regional reopening approach that prioritized certain areas in South Jersey and low-risk industries for reopening as quickly and safely as possible, was submitted to Governor Murphy’s Administration, the South Jersey Congressional Delegation, the South Jersey Legislative Delegation and other key staff. The CCSNJ repeatedly testified in favor of a regional reopening approach, including before the Senate Fiscal Recovery Strategists. The Administration, however continued to oppose this method of reopening.
As cases declined in the summer of 2020, Governor Murphy stood up the Atlantic City Restart and Recovery Working Group, of which CCSNJ President & CEO Christina Renna was appointed as Vice Chair. The Group, comprised of members of the existing Atlantic City Executive Council and other regional stakeholders, examined the post-COVID-19 recovery of Atlantic City, including continued efforts for citywide economic diversification, workforce development, and improved public health. On May 5, 2021, the working group released their report providing recommendations for how the city can economically and socially recover from COVID-19.
Recognizing that post-pandemic operations would look different than they did pre-pandemic, the CCSNJ assembled a Working Group of approximately 100 members, many of which are high-level CCSNJ Officers and Directors from various industries and business sizes to discuss what was needed to prepare for the next normal and how state government can effectively reopen the economy, and assist businesses in the economic recovery.
In May 202, the CCSNJ released the Preparing for the Next Normal Report, a detailed report containing the suggestions and proposals from the Working Group discussions on how government can help businesses succeed post-pandemic.

The CCSNJ was proud to support a package of bills that appropriate federal funds to the New Jersey Economic Development Authority (NJEDA), which would provide support to small and micro businesses, restaurants, childcare centers, arts and culture organizations, and food bank organizations. The bills passed both Houses on March 25, 2021 and Governor Murphy signed the bills into law on April 21, 2021.
